On March 26, Russell Andrew Hiltner of Wales allegedly shot a man in front of an onlooker before stealing the victim’s car and crashing it after driving a short distance. Emergency crews airlifted Hiltner to Grand Forks due to his injuries and found the victim in Hiltner’s home, dead from a single gunshot wound.
