A preliminary hearing was held on Monday for Grand Forks resident Derek Ray Fuglem, 37, who garnered eight felonies, four misdemeanors, and two infractions after an incident with Grand Forks Police on Sept. 10.The incident began when police attempted to stop Fuglem for not having a front license plate on his truck or wearing his seatbelt.
