The November 21, 1913, “Cavalier Chronicle” had an article under the heading “BREAKS OUT AGAIN.” It stated that after a long silence the “Pembina Pioneer Express” had opened up the previous week about the court house again. In attempting to square its previous court house figures with the post-court house ones, editor Wardwell told the Pembina County taxpayers they were “chumps”...
