John Winthrop, the first governor of the Massachusetts Bay Colony, delivered a powerful sermon while on the ship Arbella. In it, he said that their colony would serve as a Puritan model of a Christian community. He said, “We must consider that we shall be as a city upon a hill. The eyes of all people are upon us.” The year was 1630.
