Murder charges have been filed in Cavalier County following a fatal shooting Thursday night in the community of Wales.
According to the affidavit of probable cause, 33-year-old Russell Andrew Hiltner has been charged with murder, terrorizing and theft of property. The victim's identity would later be revealed to be 53-year-old Wade William Romfo of Hannah.
