Round two: North Dakota Democrat Trygve Hammer announces second run for US House

    House seat for a second time.

    Hammer, of Minot, said Republican incumbent Rep. Julie Fedorchak hasn’t delivered on campaign promises of addressing affordable housing and health care costs.
